About Masahiro Horibe

Masahiro Horibe received his Ph.D. in Quantum Engineering from Nagoya University, Japan, in 2001. He worked at the Superconductivity Research Laboratory of the International Superconductivity Technology Center until 2003. He moved to Fujitsu Laboratories Ltd., where he conducted research on nano-electronics technologies.

In 2004, he joined the National Institute of Advanced Industrial Science and Technology (AIST), engaging in high-frequency precision measurement and related applications. From 2021 to 2023, he served as Director of R&D Coordination at the Ministry of Economy, Trade and Industry (METI), and from 2022 to 2023 as a Planning Officer at the Council for Science, Technology and Innovation (CSTI), Cabinet Office of Japan. He is currently Deputy Director of the Global Research and Development Center for Business by Quantum-AI Technology (G-QuAT) at AIST, and is leading the social implementation of quantum computing. He is now leading quantum computing benchmarking as a convenor of WG12 on IEC/ISO JTC-3.
