About Jennifer Sulkin

Jennifer Sulkin is a senior public health leader with expertise in program strategy, portfolio management, and cross-sector collaboration. She has a strong track record of designing and leading complex initiatives that improve community health outcomes, strengthen systems of care, and advance value-based healthcare.

At the MITRE Corporation, Jennifer led a diverse portfolio of federal public health programs for agencies including the U.S. Department of Health and Human Services, Centers for Medicare & Medicaid Services, and Centers for Disease Control and Prevention. Her work spans policy, data modernization, and technology-enabled solutions, including development of tools to accelerate adoption of alternative payment models, advancing real-time health data exchange, and creating equity-focused assessment frameworks for federal programs.

Jennifer is recognized for her ability to build and lead high-performing teams, foster trusted partnerships, and align diverse stakeholders around shared goals. She is a skilled facilitator of complex discussions, guiding executive leaders and cross-functional teams through strategic planning, problem-solving, and decision-making processes. As a trained MITRE Innovation Toolkit Facilitator, she brings structured, human-centered methodologies to workshops and engagements, enabling groups to surface insights, generate actionable ideas, and drive consensus in dynamic environments. She brings a collaborative, human-centered approach to problem-solving, with a focus on delivering measurable, sustainable impact.

Earlier in her career, Jennifer led clinical innovation collaboratives at the Alliance of Community Health Plans, working with health plan executives nationwide to improve population health, reduce costs, and expand access to care. She began her career in the pharmaceutical industry, where she developed strong expertise in provider engagement and healthcare delivery systems.

Jennifer holds a Master of Public Health from The George Washington University and a Bachelor of Science from The Pennsylvania State University.
