Mission

The Quantum Law (QL) technical advisory committee (TAC), comprising a subset of QED-C corporate participants, government agencies, and legal practitioners from both corporations and private practice, will promote interaction and collaboration on QIST topics specifically pertaining to the legal field. The QL TAC shall provide a forum for government, industry and academia to exchange information about legal and legal-adjacent issues and policies related to QIST. Topics of interest include international engagement, workforce diversity, intellectual property and social/ethical matters of QIST applications. Efforts will be made to achieve a balance of diverse industry practitioners and outside legal counsel in both TAC leadership and membership. The QL TAC will report to the QED-C Steering Committee.

To shape a globally informed, ethically grounded, and legally robust foundation for the quantum future—where innovation in quantum information science and technology is guided by inclusive, forward-thinking legal frameworks and collaborative policy development across sectors.

Goals

  • Support the professional development of Law & Policy TAC members.
  • Educate policymakers about the impacts of laws, regulations, and policies on the quantum industry.

Projects

  • Convene a quantum policy boot camp in Washington, D.C.
  • Host 4-6 expert speakers over the course of the year on a law or policy-related topic relevant to the quantum business or research sectors.
  • Draft any necessary policy whitepapers or position papers that the QED-C leadership flags.
  • Develop a CLE program for the November plenary meeting.

This subcommittee explores the ethical dimensions of quantum technologies, fostering dialogue on responsible innovation, equity, and societal impact.

IP

This subcommittee addresses intellectual property challenges and opportunities unique to quantum technologies, aiming to support effective innovation and collaboration across the ecosystem.

Policy

This subcommittee analyzes existing and emerging public policies related to quantum technologies, fostering informed discussion to help the quantum community navigate and adapt to the evolving policy landscape.
